The city government says that the rationale behind streamlining the Single Construction Permit and inspection process is to reduce the number of inspections performed on Single Construction Permits (in 2003, 21 inspections per single family home), as well as to improve the rating system for inspections.

To reduce the number of single family home inspections to 16, the city government decided to streamline the home inspection process while still keeping in mind the value of public safety. Before these changes were introduced, home-builders and contractors did not have to coordinate home inspections with a single point of contact. But now, the builder is also responsible for ensuring that the house is checked at three essential construction phases. According to government officials, this system ensures that homeowners are given safe dwellings without the hassle of time delays caused by post-construction home inspections.
