The main duty of home inspectors is to check if the homes within their assigned jurisdiction comply with all the upheld safety building standards of the city or state. And because of the highly technical nature of their job, home inspectors are expected to know not just the general rules of safety in home-building, but also the specific additional regulations observed by the community.

In Canada, all the provinces and cities follow a national standard in housing safety. Winnipeg's Residential Rehabilitation Assistance Program (RRAP)

To further ensure that all homes and other residential structures comply with the city's safety standards, the local government of Winnipeg formulated the RRAP, or Residential Rehabilitation Assistance Program. Residents are offered various services under the said program, which include financial counseling, assistance in loan applications, home and building inspections, etc.

Through RRAP, low-income residents and homeowners who are living in unsafe quarters can apply for financial assistance to fund the major repairs needed for their homes. Like other home inspection services, the ones conducted by the Planning, Property and Development department of Winnipeg also checks for the safety and soundness of the following: foundation and structure, plumbing and electrical system, heating and ventilation, and fire safety.
